The success of your business depends on the perception that your targeted customers have about your venture. This rule is very important when you are trying to make your online presence.  It’s always helpful to learn a few necessary web design rules to build a quality website.
Make your website simple and free from cluttering – Even if you know all the tips and tricks of using Photoshop and Fireworks, you should not use all of them on your web page and make it look cluttered.  Your web design should be simple and appealing.
The visuals that you give in the website should not be just to grab the eyeballs of the visitor.  It should be used as a medium to communicate with the visitors.
The text layout of the web page should be narrow. Don’t make the readers scroll too much sideways to read every line given in your website.
Be consistent in the web designs that you create. Or else visitors may find it difficult to get the necessary information from the website.
Your website should gratify the user needs immediately. If-not they may leave your site soon and choose your competitor.
Easy navigation and browser compatibility are highly important for websites.
Make sure that your website undergoes necessary on-time test for usability. The website should look appealing and should be extremely user-friendly. Make necessary changes whenever needed and do the re-testing from time to time.

An alternate approach that maybe suitable for some pages is to "woow" the visitors with a fancy design. I agree not to clutter though, however in some cases, surrounding art can be nice.

Your website needs to stand out from the pages your visitor just came from or are going to. Using emotions or taking advantage of the five senses helps. So does giving your page a pulse, since I'm assuming you want return visitors.
