I seem to recall that most of their staff was from Bulgaria, and they had a period of particularly high popularity and growth some 3 years ago, due to aggressive pricing and greatly effective SEO, making them rank high in search engines for many important hosting related keyphrases. But, I haven't used them, so I can't comment on the quality of their service..

They've always operated in the budget hosting market. As such, they will offer big numbers for little cash. How much you'll actually be allowed to use, is a whole different discussion. Smiley
