I don't think that question is any easier to ask than "Who's the best host in general?"
Some UK hosts with a good reputation, from what I know, would be unitedhosting, ezpzhosting, innohosting, clook, kualo, and I'm sure many more.

Well, in fact I'd stay away from naming any host as best. There are lots of reliable and stable hosts, please define with your budget and specs to advice your more.

I would also recommend you to visit some UK web hosting discussion boards and ask over there. Compare as much as possible UK web hosts as it will help you to choose the best one.

I'm sorry to say, but that top 10 seems largely bogus to me, having experienced most of those hosts myself. The top also doesn't seem to be in accord with what I've read other customers say about companies. The one good thing is that Godaddy is listed last - though it should not have been listed at all.  Besides, the OP was after UK hosting, and none of those is UK based.

Personally, I trust reviews on well managed web hosting forums such as webhostingtalk.com and hostingdiscussion.com. Not much more than that though.
The vast majority of "top hosts" site out there are entirely fake, lists made-up on the spot, with the aim to maximize personal profit (commissions). You can even find multiple sites owned by the same individual, that list different "tops". The promoted hosts are generally the same ones, just the order differs.
The few reviews and ratings sites that are worth a second look often suffer from a lack of manpower and maintenance. Shill activity can be very high in this industry, and spotting a fake review takes experience and time to investigate. When tens or hundreds of forum members can scrutinize reviews and report posts, the load is naturally shared. What isn't feasible as a 1-2 persons team, is possible on a forum.
