One would better not use "best" when it comes to a data center. It depends of what a company or a customer what to achieve. Some web hosts and clients go for really expensive rack space and expensive servers because they want to be physically presented in the metro areas of the major cities. A cabinet with power without IP bandwidth included costs more than $2,000 in good data centers in major U.S. cities. The price does not mean the serve would be very good, however.
