Focus on their plans and prices. Most companies that don't oversell have significantly lower resources per plan, but tend to offer higher quality service. It's sad, but true, that you have to be extra careful to not get taken advantage of now days.

Overselling irresponsibily is yes a bad thing, which is unfortunately the path a lot of popular hosts have gone down. Overselling 100x what you're really paying for is ridiculous. I think overselling on a small scale is a good thing, because you spread your costs over thousands of clients, some who will never use anywhere near their limit, others who will be pushing the limit. It's the same deal with telecommunication carriers with cap plans. Everyone on it is paying a set rate, some use more, others use less, it all balances out.
